I am not sure how to be more clear about it. It was intended to be "out there". The idea was to warp the affected character in an Nth dimensional sense, possible creating something awesome, weird, or completely incomprehensible.
If you have a specific question about it, I'll be more than happy to try and answer it.

Oh, wow, you are absolutely right. It is missing:

DC 13-16: Every mutation that requires activation (physical or mental) now behaves in precisely the opposite way as “normal.” Fire becomes ice, up becomes down, slow becomes fast, etc. This lasts for 1d24 hours +/- your Luck modifier in hours. Minimally, it lasts one hour.
DC 17-19: As above, but this only lasts 1d6 turns +/- your Luck modifier in turns.
DC 20+: Write a list of all of your mutations, as listed in the Umerica canon. This is now a “letter” pool. You may assemble these letters into any configuration you desire. The resulting word, phrase, sentence, or paragraph now describes a new mutation you have gained. It is active for one day, then your mutation falls apart and recombinates into the original constituent mutations.

Not a(n) Umerica question, but you discussed a Grecian islands homebrew you were running on Spellburn years ago, and the idea intrigued me so much I've never been able to put it out of my head. Is this something you are eventually going to expand upon, and hopefully release? Enquiring minds want to know!

Hey there! Assuming you already are aware of this, but looks like there's a problem with the print file. I bought the print version and they had to issue a refund. Bummer, cause the book is amazing. Yes, I've been working with DriveThru over the last week and we have nailed down the issue. I'll have to order a new proof but if that comes out OK, the Print version will be available again.

I read that Goodman is gonna be publishing Umerica in the future. Are you free to speak as to whether or not this title will be part of that endeavor? Regardless, I'll buy it anywhere it pops up! I have only one problem with this- the artwork in the alphabet section is so awesome, I have trouble keeping my eyes on the text. They are what I wish were in MCC.

Were they designed around the box text, Reid? Do you know if Mr. Marcel will be adding them to his own releases?

It is not 100% MCC compatible. It was designed for DCC. That being said, you can easily convert a lot of it on the fly.

Why the "Umerican Mutation Sourcebook" sub-title? Is America the only place in this future game setting where mutations are taking place, or can we set the game in a nuked Europe and still have that dystopian, mutant-crazy, Gamma World-meets-Fallout feel? In fact, nuked America has been done to death, from video games to RPGs, so a mutant-filled Europe would be a refreshing twist!

The subtitle is likely there because the majority of the published work that has been put together has been set in a post-apocalyptic America. You can easily place this type of gonzo setting in any country you like.

These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.

Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
